Jones, who scored the last victory for the nation at Caeser's Palace, Las Vegas in October 1981, says it's not too late for Webber to become a grand prix winner.
"I think Mark will win a grand prix," the 1980 world champion told Reuters. "He needs to have a bit of luck go his way, but I think he's capable of winning.
"They're starting to get more reliability into this Red Bull team and I think Mark's fifth position at the last race showed he's certainly got the pace."
Webber has produced exceptional qualifying performances throughout his career, but has struggled to turn them into strong results. A third place at Monaco for Williams in 2005 and third for Red Bull at the Nurburgring last season remain his only podium finishes.
"He's always up there in qualifying and I think if he starts to get a bit more reliabilty there's no reason we can't see Mark as a grand prix winner," added Jones.
"I think Red Bull are getting their act together. They're getting reliability and I think they're getting the pace, so who knows?"
